Yeah, the language can could be parsed in different ways, but Gen Con has been clear in clarifying that badges are required in any of their venues. I'd like to see a guy in a Deadpool costume argue that he's "not attending Gen Con" and only walking through the public areas.ICC security didn't seem convinced by that argument being made by the woman I saw removed. However, they did offer to escort her when she then said she was just heading to registration to buy a badge.
That won't be an option this year.

Also, could you provide your source on the part of your comment I bolded? That appears to be pure speculation on your part. You were absolutely correct about Gen Con's policy and I'm happy to admit that but it does seem to run against the policies of the ICC facility.
"NOTE: The ICCLOS is a public facility and therefore the lobby areas must remain available and unobstructed for public ingress/egress at all times." Note the words 'public facility'. You can find that in Section 2.1 here: https://www.icclos.com/pdf/ICCLOSFacilityGuide.pdf
There was speculation that if Gen Con rented out the whole space, it might change that but as none of us have the contract in hand, we can only guess at this point. We will all find out in about a month though!
